When a user manually changes the exhibit number of a document in a population that has already been assigned exhibit numbers, Nextpoint does not automatically reorder the documents. This is because of the potentially huge population of impacted documents and because many users count on finding a document by its exhibit number.  So if a client had 10,000 defense docs and then somebody marked one as defense-1 we don't want to shift 10,000 exhibits to a different number which would require restamping etc.  The other concern with rejecting duplicates is that we don't want to reject anything on import.
